A word of advise when skim coating an area such as the kitchen you should hire a professional a fly by night guy will do the job but I bet it will start cracking. You need a primer then paint the tub if not the paint will chip away do not use a flat because the heat and moisture will also make the paint to chip. the best result is to prime and use an enamal spray

I don't think the non-eviction law applies in this context (though I'm not a real estate lawyer). Nor should it. This is a free market lease, you signed it knowing the rules (or with the full opportunity to learn them); it doesn't seem reasonable to change the rules now.

There are pluses to renting - but there are also downsides, and this is one of them.
