Although there has not been any construction work at 23 Caton Place in Kensington ("Caton on the Park") since sometime last Spring, dumping continues to occur (the large trash bags in this photo showed up just this week):

Note also the "abandoned" car which (on close inspection) bears a note claiming it has not been abandoned, for several months.
But, someone appears to still be paying the electric bill for the site, as this photo shows lights on throughout the structure (note also the tattered American flag which flies above the building):

Things are looking pretty dismal both at 22 Caton Place and 23 Caton Place. We (which includes many of the residents of 81 Ocean Parkway) have been contacting Councilmember Bill de Blasio and Assemblyman Jim Brennan to request some assistance recently. It has gotten that bad. I normally don't get uppity about how my neighborhood looks, but this stretch of Caton Place is looking like a wasteland. The development projects both seem to be either stalled or abandoned.
Granted, I did not think either was a good development project to begin with. But that doesn't mean it's okay to leave us with this mess.
By the way, the rest of the neighborhood is quite nice and quite a joy to live in. And very close to the beautiful park. And great food choices are close enough on Church Avenue and Cortelyou Road.

A few thoughts -
First, the site of "Caton on the Park" (23 Caton Place) is not, in my mind, abandoned. The lights are still on, and a security guard patrols the site at least a few times each week. Someone is still taking some level of responsibility for the site. However, the site is clearly neglected, and both commercial and residential dumping are making things worse:

I also wanted to highlight an article from the New York Times over the weekend, which tells the story of a similar stalled development in the Bronx (although hopefully 23 Caton's woes are not as sordid as Tulfan Terrace's appear to be):

I believe there is a larger story here, which is not yet getting much coverage by the major media.
