Um, you guys?
It's the SAME FENCE. The white balusters have been painted black, and the cast-iron arrows added above. It looks to me like there is supposed to be a cast-iron bannister (not sure if that's the right word when it's not a staircase) atop the balusters.
I think it's a little over the top, but certainly more in keeping with the area's historic style than your remarks imply. No question they shoulda run it by LPC, though -- the financial risks alone of having to do it over make that a no-brainer.

Am I the only one who thinks that the slow progress and unbelievably labyrinthine subway access it creates are deliberate on the part of Ratner?
Maybe he just wants to get the neighborhood back for daring to oppose his will?

These are almost certainly attic flies, which do not lay eggs in/on carrion. They do tend to show up when the heat comes on for the first time.

Thanks for the info, everyone. I haven't seen any more dead birds since I posted so it sounds like the wind could be the culprit.

I live in Stoneham and I have seen two baby birds dead in the same week. I think it is alarming. I let the police know but they say there is nothing to be alarmed. I know that in some countries when you see dead bird you have to notify the health board so that they can examine to see if it is not a epidemic that is spreading.

Bravo, BHO.
But seriously -- they're baby pigeons. The ones people supposedly never see.
I think they're tossed out of the nest by other birds. I was walking down Fulton one day and one landed right in front of me; as far as I could tell, it was quite dead on the way down.
