The problem with this black and white thinking is for better or worse, the law is not quite so black and white.
Before provincial lunatics took over the debate for zoning, neighborhoods filled with low quality, low-density housing like the south slope and the greenwood cemetary area were zoned to ENCOURAGE development.
These developers began construction with the reasonable belief that zoning wouldn't change. I'm sure many are still amazed that these selfish gray hairs won out... The question is simple, when zoning changes does it stop construction in progress? Historically the answer is no.
This entire debate is further evidence that this country will be far better off once the "greatest generation" drops dead, finally after 40 years of eating their children.
