We had some outdoor work done by Transcend construction this past summer (waterproofing, cement, pointing, etc) and recommend them. They were fast and fair.

I guess depending on the decorations your looking to hang, some could be done with piano wire or fishing string. A couple of pieces across the windows, and hang everything from there. Just a thought.

Your engineers advice sounds logical, I would have the ends taped to ensure nothing is flying about your home. When the central air in my home was installed all the end were taped with a metalic tape which I thought was to hold it all together, maybe it had something to do with fibers as well.

Lee Valley (a tool, hardware and gardening supply company) has hooks that are sort of spring loaded so that they can clamp onto the top and bottoms of bricks without doing any damage. I don't know if you have any projections small enough for them to fit, but it might be worth checking out. I think that their website is www.leevalley.com
