mandated off steet parking?

I thought I would throw out a question that someone may be able to help me with. On my block there is a developer who purchased a 25 foot wide townhouse on a 100 foot deep lot and decided to go all the way with the FAR and create six condominiums in six thousand square feet of space. So far so good, he can do that as of right. My question is whether or not he has to supply parking for these six units. I looked up the address (46 Butler Street) on the DOB website and beside the fact that there is a SWO (he doesn't quite get the definition of underpinning) I can see that he has no plans to add any parking. The question is: does he have to?

Any help would be appreciated by myself and my neighbors.
