Someone to clear overgrown yard?

We just purchased a vacant building in Bed-Stuy. The rear yard is completely overgrown with some kind of crazy vegetation. The stuff is like 20 feet tall and nearly reaches the 2nd floor windows and the ground cannot be seen what-so-ever from any angle. There's all sort of trash beneath this "jungle canopy" and of course rodents. We'd like to clear the yard ASAP since we're sure its something the neighbors do not appreciate. But, the job is too much for us alone. Can anyone recommend a company that does this sort of thing? Thank you.

Permits - Backyard Deck

We'd like to build a deck in the rear yard of our brownstone. I realize DOB requires an architect to design the deck and permits must be obtained. But, what if our architect designed the deck as a series of panels, like 4' squares, that sit on a grid of concrete footings. Since the panels could be moved, would we theoretically be able to call the deck panels "furniture" and therefore not need to file for a permit from DOB. The panels would be connected so as not to be TOO easily moveable. We're thinking this would save us some time and money, albeit require more designing. Any thoughts? Could this work? The DOB requirements for decks are ridiculous.

Tax Lot Merger

I recently put in a request to the Surveyor's Office for a tax lot merger. They really gave me the run around, but finally accepted the paperwork. They said that I should check ACRIS in about two weeks and I would see that the merger was finalized. I've been checking for over a month now and the merger still does not show up. The Surveyor's Office claims they have done everything on their end and I just need to wait for the "assessors" at Dept of Finance to input the data into ACRIS. Apparently the "assessors" don't speak with the public, and the Surveyor's Office will only tell me "the assessors must be backed up." Does anyone know how else I can get proof that a tax lot merger has been processed? If there's no other way than ACRIS, any suggestions on how to get Finance to help with this? Stupid bureaucracy!
