If it is truly concrete, I would suggest trying products from Ames Research coatings (not to be confused with the space folks.) Anyway, I used thier products on an 300 sq ft
extension roof deck that was leaking into the rooms below and so far it has worked. Blue MAX as a first coat followed by safety deck as a second. Safety deck can be tinted or comes in colors.Call them, most helpful.

The same happened to me, they wound up replacing the conduit from the box across the street. Of course this took many months to resolve.
Tell them that you are concerned about power outages etc and if all else fails, contact thier legal department.

Years ago I had an old boiler the size of a VW Bug removed by a bunch of folks called the Boiler Breakers ( At least that is what they called thenselves) I got them thru Brooklyn Union Gas at the time (1982). So I guess you would

A few thousand sounds WAAAAAAAY off base.

If you need a new steam radiator, you might want to check out Christ Plumbing Supply, in New Hyde Park on LI, tel. 516-328-0499. They used to have quite an inventory of used radiators and will buy your old radiator from you. Haven't used them in eons (no longer have steam heat) but they used to be great.

Don't use a GC for this. Use a plumber. Sounds like they also sold you a valve you didn't need. $3000 is way off base. A $250 service call is more like it.

Actually I was wrong. The Landing made out mortar mix and gravel. The steps are made out of brown stone blocks. Can I paint it over with Ames solution?

Don't ruin the steps by painting them. That's rule # 1
Get yourself a Brownstone mason to restore the Landing and (maybe) tuck point the (steps) mortar joints.
Done deal.
