Landmarking Efforts In Bed-Stuy

Bedfords Corners in on its way to landmark designation. A Request for Evaluation was submitted to the Landmarks Preservation Commission (LPC).

Hi,

Is the landlord abating the lead condition because of a violation?

The landlord has a responsiblity to abate lead in his/her building. Regular paint does not abate lead.

I had to do lead abatement at my home. When we tested lead was found on all the doors and window even though they were painted less that a year before. There was no lead on the walls as we had them skim coated.

There are strict conditions for removing lead, similar to asbestos abatement. You can use a special lead stop paint on the shutters. However before painting, you will need to wet sand. The room has to be sealed, wet mopped and vacummed with a hepa vacuum cleaner. A resperator has to be worn will the work is done. It is an expensive process and should be performed by an EPA certified lead abatement company.

The landmaking of Agate and Alice court was an intitative brought about by the residents of the two blocks. The residents of those block raised thousand of dollars, took picture of every house on the block, research the area and submitted a Request for Evaluation to the Landmarks Preservation Commission. The spend months working with the community, Community Board 3 and other to get the blocks landmarked.

To the guest who wrote:

"MM, landmarking these neighborhoods will doom these houses rather than save them. These are the poorest of the poor who will simply not bother to do repairs if restrictions and added fees are placed on how they do them. I've talked to people in these areas and prospect heights about this. They will let the properties rot before they pay extra. Just look at yesterday's article on what people will let happen to their property."

BSM and Amzi, good work, I know how hard you've been working. As I told Amzi, if you need my help, call me. This is 30 years overdue.

B3, check the LPC's website for rules and regs. Whatever is there when building is calendared is grandfathered in. Basically major changes to facade require LPC permit/permission, including changing windows and doors. Routine maintainance, like painting the same color as before, and or repairs that do not change the appearance of the building do not need LPC attention. If in doubt, check with LPC. They can issue a certificate of no effect for most things. Biggies, like adding another story, an addition, or changing the facade require community board approval, LPC approval and DOB permits, as well as an architect. This is a much more involved and complicated process not for those in a hurry or the faint of heart. http://www.nyc.gov/html/lpc/html/working_with/perform_work.shtml

It doesn't look like this proposal includes the Alhambra Apartments or the old Girls' High School on Nostrand. Are they already landmarked?
