Basement Renovation--Contractor?

empty lot at 15th street and 4th avenue
Does anyone know what (if anything) is going on with the empty lot on 15th st and 4th ave? It has been empty for a while now and I noticed that it was recently cleaned up.

Noise at night near Carroll Park
I recently moved to President St. across from Carroll Park, and am extremely disappointed at the amount of noise at night.
It sounds like construction related truck activity, but I'm not sure what it is. It seems to occur at around midnight, and then around 4:00AM although I can't be sure about it as I do manage to sleep part of the night. Is this related to the 340 Court construction? Does anyone know what this is, and what, if anything, I can do?

Chimney Removal Heater Venting
I am looking to purchase a 2 family. Unfortunately, they have a non-working chimney that completely ruins the flow of the structure. I want to remove this chimney but have no idea if that is really difficult/expensive thing to do. Also the gas heater vents into the chimney so also have to find another place to vent the heater. Is this difficult as well? Appreciate any help guidance you guys can provide. This place needs work!

TO DO LIST BEFORE HIRING A CONTRACTOR
Could you share which steps you would follow before hiring a contractor to do some major work?
I have checked a couple of references and visited some of his prior work. What else should I do? As I understand, they don't have licenses, is that right?
Any suggestions are greatly appreciated!

Looking for a Contractor that can finish a Kitchen and a Bathrrom on the Garden Floor of this Brownstone in a 2 months MAX. Time is of the essence, i'm interviewing this week so if you know someone please reccomend them to me. Thank You
