If you're in a rental, I think it's the landlord's responsibility. You have the right name, they are called child safety window bars.

If you are renting in a multiple dwelling, the landlord is responsible for providing window guards by law or at your request (depending on the ages of your children). More info at: http://www.nyc.gov/html/doh/html/win/wincha.shtml

For LLs, guards can be purchased at many hardware stores, including the two
on Court St. near Livingston and Schermerhorn. Window guard instructions and notices can be found at: http://www.nyc.gov/html/doh/html/win/winapb.shtml
