Permit regulations / scaffolding

We live in a four-unit coop that's in the middle of having the facade re-done--right now it's ready to have the topcoat applied. Because of the new city regulations on scaffolding more than 40 feet tall, our contractor wants to charge us an extra $5,000 to cover permits and scaffolding construction, which he says he now has to subcontract. Of course, scaffolding was included in the original price. Does anyone have experience with this?

if the new regulations were enacted after the contract was signed, he is right to ask for the extra payment..it is a material change in condition..

It does require an architect to submit plans for the shed and the scaffold. I'd call some companies and get your own quote. I've used Colgate mid range price and Rockledge high end but worth it. I think there were some new regulations that went into effect recently.

The cost of scaffolding was included in the original price with our contractor. If it's now being outsourced, shouldn't the original price come down? Our contract wasn't itemized, but another contractor told me he figures in around $4.5K for scaffolding on his jobs.

Unless he's just adding 5K on to the original contract. That's what I presume. Without him itemizing the prices you're kind of screwed at this point. 5K is a lot. The problem is the initial expense might be the same for a brownstone and a commercial building with 100' of frontage. I paid 44K for 150' 80'high with 3 complete levels of planks, and stair tower. Shed was 20+ ft wide at one point. The architect probably charged 2K for a plan he already had in the computer, the expediter charges at least 1K. We had two completely different permits from DOB. One for the Shed and one for the Scaffolding above. We needed the shed up ASAP so I'm sure the expediter hit us twice. See who is putting up scaffolds in the neighborhood and get a quote. Beyond the shed and scaffold the only variable is the number of levels of planks. That you can ask your contractor what he needs. That is if he's willing to renegotiate the contract and give up the profit on the scaffold.
