Minimum Sill Height

I am about to replace windows in basement. Basement is not finished, but I would not mind to do it at some point.
So firstofall I noticed code, which said that min height of the basement sill should be 6". Does it mean that there should be 6" from the ground to the window sill? Is it bottom side of the sill?

Also should I put frosted glass? Sounds like a good idea but I do not see many frosted basement windows around.

Finally should I remove the iron bars? Should I leave them?

You're talking about BC 27-733 Natural light sources and
location[s]. This particular rule of the building code only applies to dwelling units in occupancy group J-1 or J-2 of the old building code (now R-1 or R-2 in the 2008 code) that are located in a basement or cellar.

If the basement is not finished, then you couldn't possibly have legal dwelling units in it, and this rule of the building code would not apply to you. It is a rule only for light and air of dwelling units in a basement or cellar.

The rest is all preference.
