2nd bedroom light/air req

Do we need a skylight for a 2nd bedroom that has only a lot-line window (grandfathered in)?

Are you making changes/renovating/converting? If so, what type of changes?
Is this an existing "bedroom" with an existing lot line window?

Is the window still there or did a building go up and block it?

yes, we need more info to comment...why has this become an issue if the condition is old enough to be grandfathered in? If you're making changes in other parts of the building, what's the extent of the work?

There isn't such a thing as a lot-line window grandfathered for light requirements. The DoB presumes that a lot-line window may be bricked up in the future by your neighbor, so these windows don't satisfy ventilation or light requirements for a habitable space such as bedrooms.
