I saw an actual brick of this stuff a few years back at the ICFF at Jacobs Javits Center. The light effect is created by embedding fiber optic glass strands run in parallel within the cement. Went back again with a friend the next day to see it, but the distributor's display sample had been stolen from his booth... It really does work.
