Tax Credits for Historic Restorations

I'm not sure if anyone has researched this or has had experience with this tax program but I cam upon this online and wanted to share.

page 17 of the pdf goes into NY state.

Unfortunelty Jersey doesn't have anything for me :(

Could someone explain? I read this to say for homeowners: a tax credit is for homes listed on the National Register and are located in distressed census tracts - which eliminates all of New York City.
