Staircase going down

I looked at a house that was a legal 4 family. The staircase that goes down from the Parlor floor to the ground level floor was Shut down. there was no longer a door just a wall.I am wondering if anyone knows the legal code for this if there is one?

That stair is not required if the building supplies the necessary egress from both garden floor and parlor. or there is approved sprinkler.

Fer instance, garden apt has front entrance under stoop and rear exit to back yard. Parlor has rear (metal) stairs to back yard, main hall entrance, or fire escape. Need two of those three.

We used to live in a four unit brownstone co-op that had those stairs removed and the space incorporated into the garden apartment as part of the original plan before the c/o was granted. So brucef is correct.
