Radio Interference
Our neighbor has erected a massive antenna on the roof of their house - it seems to be a ham radio setup or some such The transmission obliterates the reception on our radios and tvs - I can hear every word spoken on my radio. Anyone know who regulates amateur radio transmissions in residential neighborhoods?

I'm pretty sure the FCC regulates ham radio transmissions.
If you are getting that much interference there is definitely a problem (both with the technical set up and with disturbing your peace).
I'd try talking to the person and letting them know how much interference they are causing. If they can't/won't fix it, then I'd head over to www.fcc.gov and figure out how to report them.
I'd also check with neighbors as multiple complaints will probably get faster attention.

I am a licensed operator myself and deal with this sort of thing so maybe I can help, probably not what you wanna hear but some info on the matter none the less.
The FCC no longer takes complaints on TVI, Stereo System, or Telephone complaints, due to the fact most of the stuff is way under-engineered and does not meet standards to begin with. There is an FCC disclaimer in the manuals and on every electrical device you own that states "This device may not emit any harmful interference AND must accept any interference". So, being that the guy is a licensed operator, he is within legal limits to do exactly as he is doing and if you BLAME him can make it much worse.
On the other hand you can buy RFI filters for your devices and honestly if you ask for help, the guy will most likely be very helpful in solving your problems.
The FCC will turn a deaf ear to your coplaints, and in all honesty if you get on the bad side of the radio operator, he could start looking for ANY type of RF being emitted from devices in your house, and have the FCC knocking at your door citing you for having devices that break the statute I mentioned earlier.
