Backyard Terrace building

Does anyone familiar with Landmark commission regulations if I can build a small terrace on the second floor of the four story historical building (very plain) in Brooklyn Heights in the back of the building that not facing street from? Thank you.

If the terrace (I assume you mean balcony.) is visible from any "public way," you will need, as SenatorStreet states, to get LPC approval.

Any outside alterations needs LPC approval, unless you just do it anyway, and just have one of your nosy neighbors drop the dime on you.

I just learned this past summer that Landmarks holds sway over any modifications when a neighbor of mine had to get permission when she was in the middle of a project changing rear windows!

Absolutely get landmarks approval before you embark on something like this. You are asking for trouble otherwise. If you need a DOB permit, your building will show up as a landmark property so no way to get around it.
