sidewalk planters
what are the regulations involved with putting a raised bed/planter in front of a row house. I can't have a street tree because of buried utilities. How much of the sidewalk can be covered with a planter? And what dimensions does it need? Can I put in a large box and plant a tree in that?

If you want to be legal, it's a chore. DOT owns the sidewalk.
You need to get an architect to draw up plans showing dimensions, obstructions and that the planter meets ADA requirements for wheelchair clearance. Then you may be required to get consent from Con Ed and other utilities which may have services running under that patch of sidewalk. Finally, you need to get a permit from DOT's "Division of Revocable Consents". I suspect Parks might want to get involved in the design of the planter and the plantings used too.
