Leak in the basement/foundation
We have a leak in our foundation. The foundation wall is wet about 5 ft up from the basement floor. The leak is slow and you don't actually see water coming out of the wall and it results in a terrible odor. It's been going on off and on for about a year. We know that the leak is not from our building. It also does not correlate with rain. We have contacted the owner of the next door apartment building.
We visited their basement with the owner's agent and think the problem is in their drainage. Needless to say they are reluctant to take care of the problem in a speedy manner.
Last thursday I have called DEP(311). I am told that DEP found that their sewer was clogged and they have repaired it. DEP did not contact us to see the leak. 311 is telling us DEP will not send anyone to inspect the building from the inside!!!
Meanwhile I have filed a complaint with the DOB about improper drainage in this building. I have not heard from them and the case is open.
Does anyone know what else we could do?
I appreciate any advice anyone can offer.

All i can tell you is that I feel for you and have been there. Chances are that the DOB will eventually claim that they sent someone and could not gain entrance to the building, which then allows them to close the complaint, if you can believe that. DOB is still in need of some major improvements.

Bottle up some of the stinkwater and sell it as Eau de Lancaster.
