Looks more like the chrome's worn off and you have rust on the pipes.
Is that a Honda SOHC/4 (maybe that's what you mean by "japped"?)? The exhaust collars look familiar, but the frame doesn't look quite right.
Very nice - usually I have to go to a different blog to talk about motorcycle restoration, but today its one stop shopping at Brownstoner! Keep up the good work.
