Certificate of Harassment Question
We filed for a certificate of no harassment about 3 months ago, had the inspection about 2 months ago, and just yesterday received a form from HPD called an affadavit of no future harassment. The letter states that once this is completed and returned we will receive our certificate. Has anyone else who has gone through this process (hello Brownstoner) received this form? I am confused as to why they would need such a form since the house is vacant except for us and the plan is to convert it to a 2 family. There is noone to harass.
Any insights?

Doesn't matter if it's vacant. The prior tenants might have been coerced out.

OP here, let me clarify, they have already determined that no harassment occured in the three previous years, now they want us to sign an affadavit saying that we will not harass anyone in the future. My confusion lies in the fact that the house will no longer be an SRO once we get a change of occupancy (which we will now be able to apply for with our Certificate of Non Harassment).
So, really I am just asking if anyone who has gone through this process successfully has had to sign such a form.

Um, if you filed three months ago, and you're nearly done now, you should be dancing, not complaining about a last bit of silly paperwork.
You made hundreds of thousands of dollars based on the fact that a cert of no harassment sometimes takes years to obtain which was reflected in the price you paid.
