Yes
Yes
and Yes.

If you are filing a job with the Department of Buildings, you will need a licensed Contractor.

If you're getting a plumber to fix a leak...well, that's your call.

General Contractors are licensed by the Department of Consumer Affairs.
Plumbers and Electricians are licensed by the Department of Buildings.

Thanks all, especially Master Plvmber. I was confused as the DOB web site specifically says GC's don't get/need licensses (from them). I really appreciate your comments.

Licensing requirement for Home Improvement Contractors was put in place to keep samll property owners safe from unscrupulous and predatory contractors. Not required for anything except contracting work on existing 1 to 3 family dwellings, and renovation work on individual co-ops or condos. Excludes plumbing and electrical since those trades have separate licensing requirements.

Yes, GCs definitely must be licensed. You should also have them present a copy of their insurance to your board (or to you) prior to construction...
