Gardener Recommendations

Can anyone recommend a reasonably-priced gardener to spruce up yard? Thanks.

Why would the poster only be able to use one gardener depending on the neighborhood? Is there some kind of Gardener Mafia? Or is it that gardeners won't service certain areas?
