New Neighbor's Barking Dog!
Hi there!
We just moved into a new house in Park Slope. Our neighbors are clearly renovating the house next door into what looks like apartments. The problem is they have a huge loud pit bull looking dog that they leave in the yard consistently and barks all the time. Since we've never seen the neighbors we don't know if they leave the dog out when they are not home or what, but the dog spends a major part of everyday outside barking. When we come out on our deck, the dog barks and growls at us. Since we just moved in we don't want to get things off on the wrong foot, but any ideas on this problem? Should we leave a note for the neighbors, call the city or something? What's the protocol? It's so annoying!

Throw it some food, like ribs and raw meat. Get it so fat it bocomes lethargic. Or just stick some Excedrin PM in some raw meat and give it to him.

You probably shouldn't attempt to drug the dog.
But it's worth mentioning that if you do attempt to drug the dog you could kill it with a painkiller like Excedrin PM--all that stuff's very poisonous for dogs. Benadryl is a much better choice.
Not that you should drug the dog.

I think it's important to deal with this problem for two reasons. It's cruel for you and it's cruel for the dog. Dogs are social animals, and the dog is barking because he/she is bored and lonely, and that sucks.
You have two choices. You can either go over to the owners and start a conversation with them about the dog, or you can call 311 every single time you hear the dog, taking down incident numbers every single time and giving the operator your neighbor's (correct) address so that you can follow up with ASPCA.
In these types of situations, I tend to fuck myself pretty consistently by taking the high road and starting a conversation with the neighbor. I am starting to think that it's more effective to just smile and nod to the neighbors, and develop a relationship with a few 311 operators and perhaps an ASPCA official.

Boil water . get as close as you can to the dog and then throw it at his mouth . It will burn his mouth, eyes, lips, nose, gums and everything in between . He WONT be able to bark again

The dog is barking all the time because it doesn't have adequate shelter or food.
Duh.
Call 311 and the ASPCA.
Oh and sorry the suffering animals inconvenience you so much when they're outside freezing in Winter and are pleading for help making the only sound they know how to make (called barking) 8:13. What, are you composing a symphony? Curing cancer? What is it you're doing inside your home that's so important? How about nothing, you useless heap of crap wasting oxygen and space.

The sane voices here are those telling you to call 311 and the ASPCA. This dog, if being left outside all day barking, is being abused. 311 is very effective, and the ASPCA will move in quickly to remove the dog from it's abusers.

I had a neighbor too with a barking dog. I shot it with a beebee gun. Shoot it in the leg, it wont kill it. Then the neighbor will keep it inside.

BB guns are illegal in NYC. You can get a permit for a real gun, but not for an air gun. Such is the NYPD.

I think there are some very childish posts here, but I am sure most people are just kidding in a sick dark way.
But seriously, you live in a city of 8 million people in close quarters. Many people have dogs, and many people are less than courteous to their neighbors. 311 will do nothing if there is no immediate or possible threat to anyone other than annoyance. ASPCA is not going to do anything either if the animal is not being cruely treated and that cruelty is obvious.
Sorry, but your only options are to
1. Befriend the dog with food or let it get used to you.
2.Stay indoors and deal, or
3. Confront your neighbor, probably in vein and then revert back to 1 or 2.

Please give this a "read"... above all don't resort to any of the idiotic suggestions made by a few responders.
I had the same problem a few years back... I spoke directly to the dog's owner... politely... the dog's owner made sure not to leave the dog alone in the yard... problem solved peacefully.

Bren has the right idea. Pitbulls just want to make people happy so befriending it should be super easy - just check with the owner before feeding it anything, they can have sensitive stomachs. Though I understand your frustration, they are whiny bitches when they are unhappy. You could try throwing him some toys. It costs nothing to be nice to people, go talk to your neighbor. You should get to know your neighbor anyway.

Jesus, people.
Anyway. I'd suggest an electronic anti-barking device (just Google it). You won't hear it, it's not harmful to the dog, you can mount it on your property (they have ranges up to 40 yards, I believe). If you don't want to confront your neighbor, then this is a safe way to go.
If you do think the dog is being abused, or left outside in terrible weather, please do call the SPCA.

Don't respond to the idiotic violent posts. They just want attention and all the subsequent responses just give them that.
OP: Call 311, stay on it and keep track of calls. Although your neighbor may not be abusing the dog, they are clearly irresponsible dog owners. By the way, if you were to follow much of the alternative advice you could be sent to jail for animal cruelty after your lovely neighbor called the cops on you.

United States of America, that's where. Statistically the most violent place on the planet. Where a tenth of the population is in prison.
Anyway, the noise code did get updated last Summer. The city will fine a dog owner for a dog that barks longer than 10 minutes solid. So just keep calling 311.
Also observe how the dog is living and take photographs if you see it is not being provided shelter. The ASPCA won't do anything about mere barking but they will do something about abuse. It is abuse to not provide shelter and food. It is the LAW plain and simple animals have to be provided with shelter and food. If you see the dog doesn't have those things then call it in to the ASPCA pronto.

The knuckleheads telling you to call 311 are either hermits or sissies. Pay no attention to their antisocial and frankly, bad advice. Go have a conversation as your first step. You're neighbors.

You could try 311 or the ASPCA, but if nothing changes try this approach.
Every time you see your neighbors, give them a smile and a wave. Maybe ask them some friendly innocuous questions. When they are around and the dog is in the yard, smile and say hello to the dog, ask it's name. Act like you like the dog and think he's cute. When you think you've reached a point where they will not deem some simple request rude or offensive (as most neighbors who have never spoken with one another often do), approach them with this:
"Spike [the dog] is so cute, but he always barks at me when I walk by. One time I tried to pet him and he snapped at me. Is it okay if I give him some snacks to try to make friends? Is there anything I can do to make him feel more comfortable around me?"
Ask what kind of snacks he likes or if he particularly likes his chin scratched or belly rubbed. Use this as an opportunity to segue into his constant barking. Suggest that perhaps they keep him inside on occasion.
Hopefully this will accomplish a few things:
1) Open dialog between you and your neighbor
2) Let them know that the dog is barking a lot when they are not home
3) Give you a way to quiet the dog when you are home
