How about this building fire escape invention ?

I saw an new invention for building fire safety recently,and I think it is a bit interesting . Would you take a look?

From the look of the drawing, I suspect that the "inventor" has cribbed a drawing of some 19th Century device and that this is a scam to attract foolish investors.
