Permit Questions

Do I need a permit for a new bathroom all fixtures would remain in the same places (no plumbing work). Do I need a permit for the removal of and replacement of kitchen cabinets? Again all plumbing would remain. Thanks for any help. Forgive me for my ignorance

Definitely not. You only need a permit if you are moving fixtures/plumbing. I went through this myself recently (in a large coop building).

Absoutely not!
I was getting estimates from contractors for similar work. They told me the same thing about d.o.b permits, etc. I spoke to somebody myself at the department of buildings and they said it was not necessary.

It sounds like contractors want more money for the same work.
It is called gouging the inexperienced property owner.

If the property is a condo or coop, please check the boards rquirements first.
If it is a private house...... HELL NO!

Ysabelle, no one said anything about how much contractors are charging the OP. Relax, Ysabelle. And it's not "gouging." Gouging is when someone has no choice but to pay someone's extortionist prices because of exigent circumstances. There is nothing in the OP's post that indicates such a circumstance.

You don't need a permit, and don't let anybody tell you otherwise. You only need to file, when you are moving plumbing, and if you do move plumbing, you then need to make the it ADA adaptable.

My coop board is requiring a plumbing permit and I am not moving any of the plumbing,just replacing fixtures...
I went to DOB and must submit a PW-1 for plumbing because there is more than $18,ooo worth or work going on the the building..makes no sense to me and so they say will have to hire an architect to submit plans for a PW-1...seems crazy, but that is my situation.

Whether you have to submit the PW1 should have nothing to do with the amount of work in the bldg. The DOB fees are based on the cost of the work being done, but whether you need a permit depends on the work being done, not the cost. While plumbing fixture replacements (new fixtures in the same location) do not technically need to be filed, if your bldg requires it, you're prob stuck. You should check if they'll allow an ARA filing instead - this is typically done by the plumber, is intended for smaller filings and should be significantly cheaper than a regular filing.

Bear in mind that what DOB tells you is liable to change from one person to the next and is equally as likely to be wrong as to be right...

Also a comment by an architect - the answer is no: if the fixture quantity and location is the same, you don't need file it or get a permit. Kitchen cabinets are essentially furniture and don't need to be filed.

The DOB fees on the cost of work being done are based on the FILEABLE cost of work so if your total bathroom reno was 18,000 and you were putting in a new partition costing 2000 - you pay a fee on 2000 not 18,000. The DOB is FAIR just INCOMPREHENSIBLE at times.
