Low Water Pressure

I'm having water pressure problems in my 5 story brownstone. The cold water trickles from the top floor faucets and shower. The hot water pressure is fine.

What could cause the pressure differential between hot and cold lines?

If it just began today your cold water pipe is frozen. You have to go to the basement and get a heater or hair dryer forcing warm air up the chase where the pipes run. They are probably running on an exterior uninsulated wall. Don't use anyrhing with a flame. Keep your faucets open. Put a space heater near where they come out of the wall too. Once you get the water running again allow it to trickle out of the faucets and then they won't refreeze. You really ony need to do this while the temp remains in the teens and 20s

If it's a long standing problem check to see if the faucet aerator is blocked.
