leaky cellar

We live in a townhouse with a standard concrete apron abutting our stoop. There is metal storage door that lies flush to the concrete and leads into our cellar. Recently, during heavy (and now not so heavy) rains, water pours in from cracks in the cement around the door, leaving puddles in the basement. Anyone have this problem--and know someone who can fix it? thanks.

Waterproofing and concrete work are usually handled by a mason, I would start there.

I solved a similar problem last summer. First, I cleaned out the cracks with an ice pick (tip bent at the end to clear soil and chips) and water under pressure from a hose. The next morning I filled each crack with black driveway crack filler I got from HD or Lowes (under $10). Much more convenient than caulk or cement crack filler. Do this for all cracks anywhere near your building. Water travels.
You a little late though. The filler should be used early in the morning before a HOT day so it will set correctly.

You will need the temp above 40 degrees for a few hours, to do anything of any positive consequence but there are plenty days like that even in mid winter.- epoxy cement dries fast and it will correct the problem, the cracks need to be cleaned
perhaps some need to be chiseled.
