Basement water leak question

Hi all,

seems that we have a small problem with the basement. The hatch at the back of the house leading to the cellar has started leaking. A wet vac cleaned up the 30 or so gallons of water but that's not solved the problem. We've sealed the hatch but seems like water is still coming in. I did think to brick this up and fill in the hole with rocks / cement as it's not like we use this in any way or ever will. (Really not sure what function this fills - if anyone has ideas i'd love to know). Any other ideas how to solve this issue I'd greatly appreciate as we're currently stumped on how to solve.

It just started leaking? How long was it NOT leaking? What has changed? Any remedy must attack the real origin of the water. Is it coming over the lip or through the foundation? Perhaps you need to seal the pavement around the opening.
These entries (front and back) provided access (coal scuttle, remove ashes, bring in replacement heating equipment); ventilation (coal fires are deadly); and light.
I have seen people build up a perimeter of glass brick around the opening with venting and a skylight-type capping. Your call.
My advise: do all of the above. I hate a wet basement.

First you need to make sure there is a place for the water you don't want entering the basement to go, most houses will have a drain outside tied into the building sewer line (remember to trap the drain).
If the area is too low to drain into the sewer you need to make sure it sheds away from the foundation and your yard can handle the accumulation (the 30 gallons+ you noticed).
