Utility of an Electrical Engineer
I am in the process of hiring an electrician to re-wire a 3 family brownstone. I am wondering if it is necessary to also hire an electrical engineer to create a plan for the electrician to follow. As I am completely ignorant in this area I would welcome any feedback. Thanks!

Assuming you're dealing only with a licensed electrician, they can handle this function, and many are very good at it.
Do you have floor plans and/or furniture plans? This will help a great deal. Also think of all the things you want, even if you won't use them right away (like cable hookups in multiple rooms, speaker wire, etc.) Better to do it now as part of the whole job than piecemeal later--it will be cheaper, and you can avoid opening (and repairing!) your walls in the future.

I'm an electrical engineer and consider myself a pretty useful guy, but for a job like this, an EE is not going to be able to help you (that's not what we learn in school). If the plan is complicated enough, you would want to get an architect involved, who could create a lighting / electrical plan for the electrician to follow. Otherwise just follow tinarina's advice.

An EE is _way_ overkill for this, interview a few electricians and ask them what they would spec and why, then pick the one you're most comfortable with.
