The link works. I think it represents a population increase, paired with shifts in the economy.
There is still a housing shortage in urban areas--Bloomberg expects another million of us.
Global warming will translate into higher gas and oil costs, and this will mean more urban living because its more efficient on both of these fronts. This shift toward urbanization should continue.
This means that housing prices in cities will probably continue to increase, although not as they have been.

If the index was at 120 in 1980 and is at 200 now, then Brooklyn Brownstones are worth every penny of todays prices. When I moved to my neighbborhood in Brooklyn in 1982, you got mugged if you went out at night. To be clear, you didn't risk getting mugged, you for certain got mugged. Muder rate was at least triple. Interest rates were more than double. The subway cars were held together by graffii and had no a/c. I compare that with how things are today and say 1980 is when it was overpriced.

crime is an interesting factor. Murder rates in NYC are set to be lowest on record, with record low number of people getting murdered by strangers.
My neighbor bought his house in east bed stuy for 90K during crack epidemic, and even though this was a nice block even then, that's a lot to pay for not being able to go out at night.
In cities, real value has been increasing. Crime is down, commute times are lower when you live where you work and not in a suburb, schools are improving, there are more amenities in walking distance, more culture, etc.
I think that's missing from the conversation about housing prices.
