SRO or not?

I'm looking at a FSBO house in Park Slope. The owner tells me it is not an SRO anymore, and that he has a certificate of no-harassment. He has not produced it though, and even if he did, I wouldn't necessarily trust it because: the DOB site says "SRO Restricted: YES" and the HPD website says it has 5 "B" units, which (I was told by an HPD employee) represents the number of SRO units. Does anyone have any guesses as to what might be going on or any ideas what to beware of? I want to sort it out before bringing a lawyer into the mix, since I'm not sure I will make an offer.

Ask owner when he received cert of non-harrassment. There is a lag time for some documents. Also print out what you found on DOB site and present it to owner so he knows you are reasearching...

OP here: I forgot to add that the house is empty now and will be delivered empty. It is actually uninhabitable since it is being gutted. The owner knows I've been researching but insists everything is legit. He has recently even said he didn't really need a certificate of no-harassment because he was exempt. But there's too much conflicting information all around, which is why I put it out there. I know, I know, caveat emptor, etc., but if anyone is aware of scams or shady arrangements like this, if it is at all, please let me know. Thanks.
