Legalization Service for work without permit

Hi, has anybody heard of "City Wide Violations Removed, Inc"? They promise to cure/legalize existing building violations using their own architect while you or anyone you hire/hired does/did the actual work.

Saw their flyers distributed in Kensigton.
Is this a legitimate type of service or a scam?

For example for the house we bought, the basement was dug down to create more space and finish it. But there is no papework. We'd like to have things as legal as possible for peace of mind and resale value.

if there is no violation on record for that, ther is nothing for them to legalize

But you should have an engineer look at your basement to make sure that the underpinnings weren't compromised by the dig out. There was an article here about that problem recently.

City Wide Violations Removed, Inc is not an architectural firm nor an engineering firm. By NY State law, they are not allowed to offer professional services. Generally, no company with Inc. can offer professional services. If they are offering to prepare and file plans to clear the violations, then yes, they are a scam.
