Exterior stairs

I just had exterior stairs completed (brick and limestone) from street level to parlor (front of house). I feel the contractor did not give me enough step size. These stairs look steep and have small space to step on each step. Going up you have 91/2” to 10” foot space with 9”height. Going down you have 71/2” to 8” foot space. Thread nose overlaps next step by about 2”. Does any one know what dimensions does code require?
