A terrier. That's what they're bred for.

Whatever you do, do it fast. Those rats breed worse than rabbits. There was a rat infestation in the garden triangle at Grand, Putnam and fulton. One early Sat morn I watched as huge rats and lots of them , ran from said garden to former Pet Store across street, next to Tshirt place. Funny thing people were walking right by, oblivious to these rodents.AS I would blow my horn and show them , they would scamper. Havent stayed around long enough to see if they still are there as I called 311 and had several people do the same and was told it would be looked into. This was last year, Sept or so. When I go to the atlantic mall and park off Atlantic and S portland in broad day lights the rats over there are big like cats and it is only upon a second look you notice that that thing moving out the corner of your eye is not kitty kitty. So get an exterminator, lay traps, before they multiply and burrow in and settle down and you really worsen your problem.

get a ratzapper -- ratzapper.com
we used it indoors and it worked better than all the glue traps and snap traps... which the rats/mice were able to outsmart. Not sure how the ratzapper works outdoors.. but it seems once the rats see others dying they steer clear of the aria.. good luck..

Try to figure out if there is anything which would attract them, i.e. a poorly maintained garbage area near you, construction site, any area of dumpting. Then contact the city via 311 and say you are experiencing a rat infestation and give them whatever info you have.
Last summer, our street had a major problem. It turned out that a vacant building, a very poorly maintained garbage area (a condo complex which allowed people to just toss garbage bags in a giant pile caused a situation where rats had burrowed into a retaining wall separating the condo from brownstones backyards. They would race down the street and across the backyards. It was horrible. We called the city for the street and everyone got exterminators to put poison in the backyards.

Ratzapper is only good for Mice. A Rat will not go into an enclosed area like that. The big snaptraps for Rats do work. Poison is hit and miss. You need a predator like a terrier or big snake. Otherwise get an exterminator. They will set the traps and deal with the problem. You will probably have to be the one to dispose of the dead rats. There is probably some kind of construction near you and their nests have been disturbed. I went through this for over a year. The Ratzapper will not work.
