Building a wood deck?

We are wondering whether it is legal to building a wood deck in the backyard of our brownstone. A few facts:
1) Neither the building nor the block are landmarked.
2) The deck will be made of wood but will NOT be attached to the house. Rather, it will be more of a platform in the rear portion of the yard (i.e., after the back of the house, there will be 10 feet or so of grass; then the wood platform deck, then the back fence).
3) Assuming this is legal, what permits/licenses need to be acquired and from whom?

I did this as well. Wood deck, not attached to house. Built myself, so no contractors. I did not get any permits. I don't know if you need any. I would assume if you hire a contractor they could tell you. My deck is on the ground, about a foot high, mainly for levelling purposes. I would just build it. It was pretty easy to build ( I am not experienced) You could do it yourself with a screw gun and a circular saw. Got my lumber from dykes. Spent about a $1000 all together. Cedar decking.
