Call a flagstone installer (landscaper), and write a check when they are finished.

I assume that the gravel is for drainage. I also know that the sand makes sure that the stone is level and supported. Otherwise it may eventually break if hollow undreneath. I would be tempted to research some sandy soil mixture becuase I would want thyme and other plants to fill the cracks. Use a wheelbarrow or many friends and lift with the legs. Fitting the pieces is an art form. Have fun!

Instructions For
Laying Flagstone

Prepare the area or pathway with 2 to 3 inches of crushed gravel (5/8" minus). Compact the gravel. Then spread 1 to 2 inches of coarse sand over the gravel. You are now ready to install flagstone. Lay stone in the sand and level accordingly by adding or removing sand. Plant thyme or moss in the gaps for a great look!
