How to deter recurrent loud public gatherings?
The apartment stoop across the street is the site of near nightly loud late night parties. Is there some nonviolent, non-311 to put a stop to this? What about SKUNK SMELL or some sort of way to make the stoop not such a nice place to booze.

Applying a noxious substance to someone else's stoop is hardly non-violent. I'd suggest speaking with th building owner. If that fails, there's nothing wrong with calling 311 AND encouraging your neighbors, who must also be upset by the noise, to do the same EVERY TIME the problem recurs.

Sympathies!! How awful. That's a quality-of-life issue and you certainly should call 311 each and every time it happens. Nobody and nothing says you have to be miserable in your home on a daily basis. Whether you rent it or own it it's your right to expect a reasonable amount of consideration and peace, from your neighbors. If those people across the street want to live in chaos where neighbors don't care about each other, they should move to Baghdad. I swear, this kind of thing bugs me so much. The irony is THEY benefit from their neighbors being considerate of THEM. But they refuse to do the same for others. Jerks!

Throwing eggs will make you feel better but won’t solve the problem. I agree with the first poster, call 311 until you feel that it has been dealt with.

Have you tried talking to them? Or as Bob said, the homeowner. If that doesn't work, call the cops...repeatedly.

If calling 311 doesn't do anything, you could find out which police officer is assigned as a community liaison for your area and contact him/her directly.

Try talking to them.
Or, yeah. Call the precinct (not 311) and report the open containers. But I'd say choose one or the other, because once you go over and say "Hi, folks, you're keeping me up" the are all going to know who called the cops. They'll probably work it out anyhow.
