A shell of a House
I am a home owner in Clinton Hill. Currently there is a "shell" of a house next to ours. It has no windows or floors in it and the facade is in terrible disrepair. We have tried to contact the owner to purchase this eyesoar but there were no responses. This home is currently providing shelter for about two dozen cats, rats and the neiborhood kids use it as a hang out and as a bathroom. What is a person to do.

I just was looking on the net for vacant lots in brooklyn today and read this article from 1984. Don't know if it would be of any use now, but it doesn't hurt finding out.
