Painting Porcelain Tiles

I am about to lay floor tiles (i think they have to be porcelain) on a new patio deck. My plan is to have the main tiles a terra cotta color and accent them with 2x2 tiles that I want to paint myself with a pattern/flower etc. Problem: don't know what materials I need. what kind of tile, does it get fired before or after I paint it? what kind of sealer, if any, after it's painted. Any advice on what materials to use as well as where to get it would be greatly appreciated.

Anderson, Pella is way over rated. Family owned but the family is a bit off.
