Cockroaches
I just moved into an old brownstone in Boerum Hill a few weeks ago and yesterday saw my first cockroach as it fell out of my laundry pile in my closet. I am admittedly very naive about roaches (I have been lucky enough not to have had a problem in other apartments), that being said I am looking for both an excellent exterminator and also tips on how to prevent roaches from re-appearing. Basically i am looking for the most effective methods and if possible, the least toxic to my living environment.
Also, how responsible is the building owner for controlling this problem?

The building owner is responsible for exterminating but they may not be as sensitive as you are to toxicity. You can either ask them to do it their way or you can do it yourself.
We've had roach problems on and off, usually when a nearby building is being renovated. I hate them so much, I let the exterminator use whatever they think is most effective but still legal. I have no advice for a nontoxic way to cure a roach problem.
(We've used Pelican who have always been nice and professional.)

boric acid is useful for roaches. I bought a house that seemed to have an infestation problem, boric acid seems to have helped... only see them outside now. boric acid is a powder, my local lowes has this powder in the pest control section. Search online for boric acid, and you'll find it is pretty safe to use if used responsibly.

use boric acid.
it is available as a powder - like foot powder. Also cheap.
Squirt the powder under all the baseboards and behind the cabinets. Also put it in the holes where the plumbing enters.

These are temporary fixes. Those roaches are there to stay. It's nice to be in or near NYC. If you're willing to pay the overly inflated cost of buying into the NY dream....and can live with the ginormous roaches, more power to you. They are so huge that you can actually hear them walking accross your parquet floor. If you could only charge them rent, it may be worth it to stick it out. Or..if you could teach them to make the beds and empty out the dishwasher, nanny duty, etc....you could learn to overcome their outward appearance I suppose.
