Noise at night near Carroll Park


I recently moved to President St. across from Carroll Park, and am extremely disappointed at the amount of noise at night.
It sounds like construction related truck activity, but I’m not sure what it is. It seems to occur at around midnight, and then around 4:00AM although I can’t be sure about it as I do manage to sleep part of the night. Is this related to the 340 Court construction? Does anyone know what this is, and what, if anything, I can do?
