Master Plvmber, I need help!

We just bought this new house in October and we never knew that we have to drain water out from the glass gauge. Now, everytime I refill water, it turns out to be brown and cloudy. I heard from someone that I have to drain water out but I don’t know where. I see 2 knobs on the glass gauge. One from the top and another on the bottom. I figure out it might be the bottom knob, but I also see 2 faucets on that side of the boiler but they are not connected at all with the glass gauge. So I’m guessing, could it be the bottom knob at the glass gauge? Pls help! I don’t want to mess up with my boiler but I don’t want to pay a technician to do it if I can get some advise instead. Also, can you advise if I have to turn off the boiler while I clean/drain the gauge?
