Windows: Restore or Replace?
We’re trying to decide whether to restore or replace our 4 over 4 (original?) wood windows on a landmarked c. 1850 brick townhouse. they’re in poor condition and would require glass replacement and lead abatement but we’ve been told most anything can be restored for a price. we’re also concerned about their energy efficiency.
We’d love to hear from both sides on the replace vs restore argument
(and any recommendations for the work would be more than welcome)

Lead Abatement During Gut
dear wise brownstoners,
we’re beginning a gut renovation and we’re concerned about infant/toddler lead exposure. paying 1,000 to test for it seems silly since we know we have it.
i’ve been told it’s the responsibility of our gc to assure it’s removed during construction. so if we have a lead inspection after construction is completed and it’s positive, what then? does our gc have any responsibility to assure it’s removed?
i also know there are companies that do lead abatement. is there any sense in having this done prior to construction? (we are doing asbestos abatement)
could any of you share wisdom on this? (and if you’d please withhold the “don’t worry about lead” commentary i’d appreciate it)

Questions on DOB Filing
We’re doing a gut renovation on a landmarked house that’s currently a 2 family (double duplex). we’re changing the configuration to a triplex over a garden apartment.
2 questions:
1) do we need to change the c of o?
2) is it worth the expense to file 2 sets of plans in order to expedite things:
the alt 1 for change of c of o and external work (expected to take longer to get approval)
the alt 2 for internal work (expected to take less time and allow us to start internal work sooner)

How Are Mortgage Brokers Paid?
i assume it’s standard for borrower to pay a fee upfront….what about a percentage of the points you purchase to lower interest rate? what else will the borrower expect to pay to the mortgage broker? thanks.

FHA Loan Question
Has anyone RECENTLY closed on a multifamily house with an FHA loan? Was the amount you could borrow limited by your anticipated rental income? (ie total monthly payment has to be no greater than 85% of your rental income?) I’ve spoken to numerous mortgage brokers who have given me slightly different stories on current FHA requirements.

Extension on Landmarked House
i’m aware that one needs approval from both dob and lpc to do work on a landmarked building….if you’re looking at that building to buy, how can you know if such an extension would be permitted before making an offer on the house? (basically it would be a 15×15 bedroom off the garden with a parlor floor deck above…general ballpark on cost would also be greatly appreciated). thank you.
