“Active Driveway,” No Curb Cut
We recently moved nearby an empty section that is fenced off. There is a padlocked gate.
“Active Driveway” has been spray painted on the gate. They don’t have a curb cut, so not sure how this can be an active driveway.
Is there anyway to tell if it is legally “Active”.

We’re going have our asbestos insulation around the basement water pipes removed.
What is the best alternative to replace it?
I’ve heard PVA, fiberglass, insulating cardboard, rubber…
Any insight?
