Lots in Williamsburg


I am attempting to find a small lot in Williamsburg and have noticed so many that are not for sale .

Does anyone know why there are so many empty lots in Williamsburg ? They are often used for parking or are just overgrown . Are they not zoned for building or are the owners just sitting on them ?
