Delayed Hot Water

I have what seems like a plumbing issue with my hot water. When i first turn on the hot water, whether from a sink or the shower, it can take up to 30-45 seconds for the water to get hot. If I then turn on any faucet or shower a few minutes later, the water gets hot in reasonable time, but if I comeback an hour later it would take 30-45 seconds again. Can this be a problem with the water heater? Is there anything I can do? I am wasting a great deal of water waiting for it to get hot and would love to be more efficient. any suggestions?

Possible Heating Options

Good Afternoon,

We have the bottom two floors of a brownstone that is heated with water baseboard heating. The existing baseboard is unevenly heating parts of the house, so we are contemplating possible solutions.
What suggestions does anyone have to get heat throughout the house with price and efficiency being factors. I might even consider central air if it would be cost effective in the long run. Our space is 1800 sq. ft between the two floors
