Destructive Tenant

My friend has a tenant from hell that doesnt want to pay rent on her newly renovated apartment. He has a date in court on the 22nd. Meanwhile she keeps calling hpd to complain about heat and work being done in the hallways, etc. etc. etc.. HPD comes and finds all the complaints ridiculous. Now she has fucked up the electrical in her apartment and will not answer door (she complained to a neighbor tenant not to the landlord). Any advice on remedies (besides calling Tiny and Junior to play golf with her head) before they get to court?
